Your cpu and gpu are both total shit. That's your main problem.

IMO its not that bad... maybe the graphics card could be better

Now I know this isnt a gaming comp but HP says it has 5400 HD Raedon but I go to run and it is only 4250 RAEDON did hp make a typo?
HP lies, they're an evil company who want's to fool people and milk them out for every penny.
I'm so drunk now I don't really care but all I know is that you need some more juice if you want to play anything decent on Dolphin.

Also, if you don't wanna bother reading how to configure Dolphin properly yourself and/or you don't wanna wait for people to do the dirty work for you, you could always go out and buy the PC port of this game (which was lately re-released in a "Dreamcast collection" disc). There are more than enough threads about configuring Dolphin, and I think your computer could handle this game with proper configuration, but it takes some motivation to read...
