No. It makes more sense to make builds available for download that contain major changes such as audio, video, core, performance improvements that affect overall emulation. You don't need to download builds that contain minor stuff such as wiki edits, compilation fixes (unless you compile builds), changes that affect other os's/platforms especially if you don't use that particular os/platform, minor gui changes etc..
Downloading every revision is just a waste of time and bandwidth. I typically only upgrade and offer new builds when there are noticeable improvements.

How can i understand which build has major improvements and which des not have?I mean i cannot understand 80% of infos for bulds.

Examples of minor updates or updates that don't affect you:
Translations updates
Minos changes on GUI
Fix error 1234 on OSX(if you use Windows)
But if says
Added a option to play the WiiMenu is not a minor revision
