I swapped out my GTX 260 for a GTX 470. and it greatly improved my performance with both the DX11 and OGL plugins, as well as all the other games and benchmarks I've tried, but Dolphin's DX9 is now notably slower. I was slower when I first swapped cards, so I tried other builds of Dolphin I had installed, a fresh build, DX update, Driver Sweeper and finally a clean instal of Vista x64, only to get the same results.

For example sake, while I was at about 50fps in the opening view of the observatory with my 260 in DX9 at the settings I've been playing, I'm now at 35fps with my 470 with the same settings, and even turning the EFB scale all the way down to .375 only brings me up to 41fps. On the other hand, while I was at 35fps in the same spot and with the same settings in DX11 mode on my 260, my 470 gives me a solid 60fps even if I add 4xAA. So, the issue sees to be specific to Dolphin's DX9 plugin, but I'm at a loss as to what might be slowing me down. Anyone have any suggestions?

By the way, this is all running on an i7 920 @3.8 GHz, with 6GB of 800MHz ram.
install 266.77
266.77 gives me the same results I was getting with 266.58. Any other suggestions?
Settings for all three plugins? For all we know you could be setting efb copy to ram in d3d9 and creating a memory bottleneck.
Here are the settings I generally use, this is DX9, but I have DX11 and OGL configured the same:

And even upchucking everything, turning af down to x1, and efb scale to .375 only pushes my framerate from the 30s to the 40s in the opening view of the observatory in SMG.
Try turning off pixel lighting.

So you get better performance than that with opengl or d3d11? Because otherwise it's an external bottleneck (cpu or memory).
I get much better performance with the DX11 and OGL plugins compared to DX9 regardless of what settings I use, as this picture illustrates:

And again, I got 50fps there with my GTX 260 in DX9 with the settings shown in my previous post, but since I switched to the GTX 470 my DX9 performance in Dolphin plummeted, while both DX11 and OGL went way up. Also, other DX9 stuff seems to run just fine, for example I scored 23337 in 3DMark06.
try using settings that actually make use of the graphics card.....
He did. With the same results.
Big Grin doin it wronggggggggggg

actually its probably running at low power 3d....
