it does work with R7185 x64. I just tried it and was able to play the first 2 levels before i left the game. The game often drop in framerate, though not that much to disrupt the gameplay, but still.
Settings:
Video (Direct3D9)- Enabled: Load Native Mipmaps, EFB Scaled Copy, Force Bi/Trilinear Filtering, EFB Copy to Texture
Disabled Fog.
DSP: HLE Audio 48000Hz DSound, Etabled DTK Music, and Enabled Audio Throttle (might disable it soon)

but to work on pentium 4
i tried the R7185, R6970, and much older revisions and they all worked fine, except for that constant framerate drop for me. (emulator's fault maybe?)
And i'm using the NTSC U/C version, not PAL.

did you tried with the Zelda Twilight Princess hack on?
that's what cause the "Sonic Team" screen to stay black and then at the title menu, the game name doesn't appear and it's just Sonic with the Wisps spinning around.

yes i tried but this in the options no have
only in properties
it was important to the inscription Sonic Team because as this no has, this is black screen
yes enable it in the game properties...if you don't have this enabled, the game won't work properly.
