If it's at 32c in the bios, that's really good. (Mine goes to like 55c iirc...)
Your CPU is running without any power-saving features in the BIOS so the temps there will be higher than when you idle in Windows.

Also I got it too OC better

read awhile ago that a lot people recommend you increase the NB voltage by 0.1v so I did that and it seems to be working at 202x17 now

I got a small problem

, when I change a BIOS setting (and then reset) or if I reset my computer it refuses to turn off, it will have a black screen and everything but it is still on, I haven't tried just turning off yet and I THINK the problem started when I OC'd my CPU, but I dunno.
Only one way to find out. Revert your OC and see if it still persists.
