On new rev.7689 game playable..
em.. FPS in game (all location plato\city and faiting mobs\boss) ~15~20
Load new missions 9~34 FPS.
But now work texture in D3Dx9\11 + RAM
Dont crashed.. maybe me lucky ^_^
I'm not sure what's up with the Forest Beast fight but I was getting freezes too. What I did was create a savestate a little over halfway through the fight and tried out different settings. After a couple tries I managed to get past it. Here's what I changed:

Direct3D9 Graphics
Tick - EFB Copies: Virtual + RAM
Tick - External Frame Buffer: Virtual
Untick - Disable Per-Pixel Depth
I used JITIL
If that doesn't work for anyone else it must be random
I really don't mean to be a bother, but I've been tinkering around with settings on different Backends with mixed results.
The game will come out looking fantastic, but will run at only 18 or less frames when the action kicks in. My specs are:
Core i5 450M 2.40 GHz
NVidia GeForce GTS 360M 2.8GB | 1GB GDDR5
4 GB RAM
Any Idea what settings would be best for keeping a stable framerate?
I have a crappier card and manage to run it fine at 2x... Make sure you're not using Intel graphics and that Dolphin is set to DX9/11, not OpenGL. Also, use something like CPU-Z to see if your processor is being throttled for any reason. It should be running at 2.66GHz for Dolphin

I think I may have figured out my problem though; I'm playing a scrubbed ISO of The Last Story.
I'm not 100% sure though, but it would explain why this Wii game is working the crap outta my machine.
Looks like it might not be your settings or ISO... I just got to Ruli's main city and my FPS is garbage, even with a 4ghz i7. In the dungeon everything was at 100% speed but now it's 60-70% with JITIL and 80-90% with JIT. Something like a 4.8ghz 2500k might be able to get 100% all the way through
Even so, My frames were fluctuating all through the dungeons anyways, Speeding up where there were lots of repeated textures and not so many lighting and shadow elements going on.
I'm still downloading a non-scrubbed version to see if this will fix the problem. Thanks for the heads up btw. As if the dungeons weren't bad enough for me, this game is chugging the hell along in the main city.

What version of Dolphin are you running the game on?
It's r7690 but I've tried others like 7128 and v3.0, same results :/
I attached a save file where you can begin the game in Ruli city for anyone interested. It's right after the Forest Beast fight, more or less.. Unzip it into Dolphin's "User" folder, but make sure you back up your old save because it will be overwritten
