Hey guys so I have the following rig:

Intel Core i7 740QM 1.7Ghz
4Gb Ram
ATI 5650 1Gb
Windows 7 64bit

I tried running the game on many different revs and have been getting no more than 15fps... What could be the problem? I even tried the settings mentioned in the official thread. I tried one other game that's animal crossing which worked perfectly.
Bump...
Low CPU clock speed and cheap video card. What did you expect?
Err It turbo boosts to 3.0Ghz when I run dolphin...
Bump.....

Some more settings or tips would be nice.
Turn off audio throttle
Set efb copy to texture
Turn off emulate format changes
Turn off accurate texture cache if the game doesn't need it
Turn off SSAA
Turn off pixel lighting
Turn off pixel depth
Turn off efb scaled copy
Turn on lock threads to cores (to improve turbo boost)

Its probably just the version of Dolphin you have, I switched to an earlier version and everything works fine including audio, here's the thread with all the Resident Evil: DC fixes in it... http://forums.dolphin-emu.org/showthread.php?tid=14734&pid=135517#pid135517
Thanks man, FPS improved to around 9-22 fps... But I still keep getting slowdowns... Any more tips? And Dolphin is using only 30% of my CPU's resources ;(

Assuming you already tried the configuration I listed above I would also try turning "lock threads to cores" on or off and see if that makes a difference.
Done, Didn't notice much of a difference...
