Is it possible to use the mouse to rotate the view when playing a Gamecube game? I don't seen any other option to play a GC game otherwise, or am I missing something?

Yes.
Download a recent svn build from the official site: http://www.dolphin-emu.org/download.html
Mapping mouse buttons/movement works exactly like mapping keyboard keys.
