download them from amd.com and follow the install instructions.
Erm.. btw I just read that your gpu is quite old... not sure whether it will work with Dolphin at all, it might not provide some required features...
I would replace the ATI card with an Nvidia. Their Linux drivers are much better. You don't need to go get a new expensive one either. Here's a nice one for less than $40.

I'm using an 8400GS, and running Dolphin at 720x450 resolution with no problems on a Core2Duo with 64 bit Ubuntu. All I had to do was plug it in, and click on System-->Administration-->Hardware drivers to install the recommended driver. Then I went to System-->Administration-->Nvidia settings manager and set it for max performance. It couldn't be simpler. Be sure to try to undo all the different things you've changed around trying to get the ATI card to work first. I've probably installed Ubuntu on about 100 machines over the years, and I've never had a good experience with an ATI card. At this point, I consider them useless and remove them immediately to give to someone still using Windows.
to install drivers download them, open terminal and go to dir that driver is in, type chmod a+x drivernamehere than execute with ./drivername

Seriously, I'm not sure about all you guys saying "omgz ati is crap on linux", but guess what:
I've NEVER had ANY problems with their drivers in 2010. Duh!
Also the installation process is just ./ati-driver-installer*.sh and clicking "auto select" all the time, it has been that simple for years now. I wonder how you misinformed you've been at your testing if you didn't even now THAT..

I have heard that the new ATI cards work fine in Linux, but that hasn't always been the case. Older cards, like the one galsuejo is using (released in 2006) don't work or have issues after they are installed. I've been using Ubuntu since 6.06, and my preference of Nvidia cards comes from seeing so many problematic ones from ATI. Maybe things have changed, but I can only recommend an Nvidia card because I know that they work well.
Fair enough, NV indeed has near to excellent linux support.
Anyway, maybe giving advice based upon outdated experience might not be informative
Fwiw, the OSS drivers work quite well meanwhile and they're rock stable. They even reach sth. like 50% of the binary blob's performance meanwhile.
