...Same thing happening to me for F-Zero GX on some tracks where it show a lot of polygons you get a big framerate drop. (Port Town tracks i think.)

Neither of those matters. Dolphin rarely uses more than 256MB of vdram even at extremely high internal resolutions and also needs very little video memory bandwidth compared to pc games.

No it's not, it's common sense. More polygons = more emulation work (not just gpu load). Dlist caching can help but it's nearly impossible to implement in a totally safe manner since you never truly know for sure if the game is going to need to update the vertex/pixel data of an object. So by using it you run the risk of encountering rendering issues.

If you overclock that i5 to 4.0GHz (easy to do if you have a decent power supply, motherboard, and aftermarket air cooler) you can easily achieve fullspeed on this game with the proper settings and revision. Sonic colors is one of the most demanding games for dolphin, even more so than SMG/SMG2. If you can achieve fullspeed in this game you can achieve fullspeed in pretty much any game.
So either post your settings and ask for help or stop complaining about things you clearly know nothing about.
i would need to know better how to tweak the overclocking in my BIOS. All i did is changing the multiplier from 16x (stock) to 17x, i think i can turn it up to 22x maximum with this board (Asus P7P66D-E LX) but i don't know if it's safe...i would need to ask a friend of mine about that.
TurboBoost is enabled in BIOS also...but the question is, does TurboBoost kick in when i run a game on Dolphin?
It should. But you can always check. Download the latest version of cpuz and run it while running dolphin in windowed mode. Take a look at the clock rate listed in cpuz, if it goes up, you know it's working.
Make sure to try turning lock threads to cores on/off and see which one is faster for you.
Overclocking a cpu is safe so long as you:
-Have enough power overhead (excess wattage) from your power supply
-Your mobo can deal with it
-You have an aftermarket cooler good enough to keep it sufficiently cool even after you overclock it
-You do not raise the voltages
-You only change the core multiplier
So long as you satisfy all of those conditions it's completely safe. Most overclockers ignore number 4 on that list and some of them pay the price for it.
Anyways let's make sure you're settings are correct first. Would you mind posting them (screenshots please)?

My Asus P7P55D-E LX can raise the multiplier up to 22x i believe. I didn't raised the voltages, only using XMP profile from my RAM to push them up to their real spec (DDR3-1600 7-8-7-24).
I tried with CPU-Z while playing the game, and the multiplier nor core clock went up.

My god. Your system will laugh at 3.8 GHz. And those settings are good so if you OC it I'm willing to bet it will run like butter.
So you said with Core Multiplier at 21x wouldn't make my PC unstable?
by the way, it recently updated my BIOS to the latest version (1602)
edit: just checked, 21x is the maximum
just asking because i know my older AMD Athlon 64 3700+ (Socket 939 San Diego core) just didn't wanted to boot up with Core Multiplier set to x11 and i had to reset CMOS by using the jumper on-board.
Athlon 64s were some of the worst cpus for overclocking in the 21st century (and AMD cpus in general tend to not overclock as well as intel cpus).
What's the base clock on your cpu? It's 166 MHz right? If so 22x is fine.
170 Mhz x 22 (multiplier) = 3.8GHz, which should be about as high as you can go without a voltage increase.
