So what we need is the rev number of the POT file you used to update your translation for the last time. 
To see the POT file rev number right-click on it, choose Properties, go to the Subversion tab, and there you you see Dolphin's rev number and below it your POT file rev number.
POT file appears like a PowerPoint 97-2003 Template. And no Subversion tab on properties.
There should be if you picked yours from a Dolphin source downloaded with TortoiseSVN, which is the most common way to do it.
And yes, it appears as a Power Point Template.
@Runo : Can you write the latest pot rev on first post? For Example: [download the latest dolphin-emu.pot (r7181)]
Zilaan: The Portuguese translation should be built on the windows build now. I forgot to add it to the vcxproj file. For linux and osx new po's are automatically detected. On windows we have to add them. Sorry about that.

I've just downloaded r7209 and it's still missing. (No pt folder in the languages/) just pt_BR which is not the same. Really weird
Zilaan: The pt folder is installed for me on windows. After downloading r7209, did you rebuild? That folder is not part of the download. When dolphin is built it is installed.
