some games u cant do anything even if u got Best Pc
like Silent Hill S.M and Resident Evil Zero...

We are talking about slowdowns that were present in the original hardware, these are not present on the emulator, you're talking about slowdowns caused by problems in the emulation
I doesn´t know it because the game were I recotnise that it have a slowdown on Gamecube (Mario smash football(or soccer)) haven´t test on Dolphin.
