What they do is decide "hey this build is pretty good let's make it official" and if everyone agrees it becomes rc. It's done based on stability. They also write a to do list but that is usually finished way before the official build actually comes out. I can garuantee you 3.0 won't be released until after the new fifo system is completed.

or we have to go everywhere and translate each word into several files?
