Just so you know knglrk you gave him a link to an sse4.2 build. He probably tried to run it on his desktop, which only supports sse4.1, thus the error message.

exactly i runned it on my desktop who support SSE instruction till 4.1
I tryed your archive on my laptop SSE 4.2 compatible and it run, but same lag, a little bit faster but not playable.
I tryed "Dolphin r6599m x64 SSE4.1 Super-Optimized Build Download Link" and "Dolphin SVN 6602M x86 SSE4.1 Super-Optimized Build Download Link (ToS, DKC, Fifobusy optionally-enabled patches included)" on my desktop, the same, little bit faster but not playable.
The only verry good point i noticed is i can see the start game cinematic, with other SVN i tryed the game go to menu directly after clouds on DKCR, now i can see the cinematic, but on mario kart speed up to 40%
I just tryed mario all stars, previous SVN was great, and with this SVN display is pixel, a lot of pixel

and in both case i have this know sound issue but i don't think it's related to slowness.
i noticed graphics plugin is opengl and not DirectX9 or 11 like i tryed... i have a dualboot Linux on my desktop and laptop, linux distribution Gentoo, can be a good idea to compile it via scoon and try to copy/past settings from the archive you provided ? because my system is opengl based
The reason why i try this on windows7 it's because at my last chat conversation, helper advised me directX on win have more performance than openGL on linux.
