ok there are so many build of dolphin and plugins i do not understand them all. can someone tell whats to special about the super-optimized builds.
does it make games run faster or work better?
it there a testing program for these builds example. it would run a game for 2 mins then tell you the fps and sound quality etc. so you could beside with build is best or what build is best for a particular game.
if there is not someone should build one.

This is a good question.
Maybe.. it all depends. There isn't some significant speed-up, sadly, no. Only changes in the code can do that at this point. These builds are first of all built SSE3+, and the only other ones that do that here AFAIK are xtreme2damax, who is sadly gone, and Lectrode, two of the sticky threads above.
These builds should run very similar to those. But they are built with a newer/enhanced version of ICC (the Intel C++ Compiler) than those and the non-AMD ones include some other Intel optimizations that neither of them uses which are the "super" optimizations.
It may be different for each game what runs best. Heck, with every revision it's different for each game. Dolphin is very much like that at this point in time. Some much older revisions of Dolphin will probably give you a larger speed boost than using any optimized builds... and I am curious to try building older revisions but I have yet for any requests for any so I don't really know what to build.
I was hoping to get more feedback from users on these builds. There were a couple positive comments, someone said that it runs smoother rather than faster, that's a distinct possibility.
If you don't feel like messing around, trying different builds, not even sure what SSE version you have, or just want a straightforward build just download the regular SSE2 ones from the continuous builds thread (update - looks like Link to the Past is making some SSE2 (regular) user-friendly builds here:
http://forums.dolphin-emu.org/showthread.php?tid=13772). If you want to know what straightforward plugins that generally work best are they are DSP HLE and Dx9.

That CPU (Pentium Dual-Core t4400) supports a max of SSSE3. It won't run SSE4.1 or SSE4.2 builds.
I built 6624.. whew that's a lot of revisions!
Latest build with SSE4.2 is good for me, thanks.
can u do an sse3 build of the latest revision plz w/patches
Very nice builds....thank you..i have noticed an improvement, i have a dual athlon, my specs mention 4a instruction set, any idea if that is compatible with 4.1? And if it's not , could you compile the latest with 4a instruction?...thanks
An improvement from what, SSE2 [regular builds]? Just curious so I know..
SSE4.1 is not compatible with SSE4a (AMD's max SSE.) There's no way to compile SSE4a with Dolphin, a compiler doesn't exist that can do compile-time optimization for it and there are no hardcoded optimizations for it in Dolphin, sorry.
viewtiful_jay: did you want x86 or x64?
