If you don't overclock it, it's broken
Intel Core 2 Duo Wolfdale E7200 2.53 GHz (Could overclock, but i just don't want to take the risk)
ASRock Wolfdale 1333-D667
Hynix 2GB 800MHz
NVidia GeForce 8400 GS (512MB)
Seagate 7200RPM 80GB SATA II
600W PSU (Unknown manufacturer)
Windows XP Professional 32-Bit SP3
LG Flatron W1942S 19' inch Widescreen LCD

It runs Dolphin-emulated games at full speed with my config.
AMD PhenomII X4 940 at 3.0Ghz (sometimes overclocked for fun)
GIGABYTE GA-MA78GM S2H
CORSAIR 800MHZ 2GB
GECUBE 3870OC 1GB
some space in harddisk to put an image game
SIMBADDA 550W PSU
Windows Vista 32bit ultimate SP1

runs Dolphin but still low when there lots of sprite like in mario party series

Sapphire ATI 4870 1GB
Visiontek ATI 4850 512MB
400GB HDD 80GB HDD
750 WATT PSU
Windows 7 Build 7264 RTM Branch x64
Intel Core 2 Duo Wolfdale E7200 2.53 GHz (@3.00GHz)
GIGABYTE GA-EP35-DS3L Motherboard
G.SKILL 4GB (4 x 1GB) DDR2 1066
ATI Radeon X1900 XT 512MB
WD Raptor 740ADFD
550W PC Power & Cooling PSU
Windows Vista Business x64

to Blackhearted Fox: Mine's running at 3.00GHz at 1.2V, but I could get it to 2.8 with no voltage change.. it's not too hard to overclock this chip.
I had E7200 too and I was able to run it at 3.2 Ghz Smile
Mine sucks at overclocking past about 3.1, since I have to raise its vcore from 1.28 at 3.1 to like 1.5 at 3.2 for it to be stable! I don't want to deal with that high a vcore Smile
My Pc....

3.8Ghz of dual core goodness, and i still only get 35-45fps in Mario Kart..Huh
Weird, my PC gets an index of 5.7 too and it's a 3.0GHz Core2. I know Phenom II isn't as fast at the same clock speed as Core 2, but it's not THAT big a difference. Must be some kind of Windows doing a test that favors one arch. over the other thing.

Your GFX card just says "4800 series" but from the specs I can guess it's a 4870, so all I can say is that the emulation is not complete, needs to be optimized, etc. I don't know how fast Mario Kart should run on systems anyway! All I know is that in Galaxy, I get 15-40 FPS on average, usually 15-25 in big levels (prob. due to my gfx card).

it has GDDR3 memory so it has to be a HD4850

Would be good if somehow you could offload some of the processing to the graphics card using something like CUDA but unfortunately Dolphin is limited by the CPU at the moment. Sad
