Why I can't download the news Builds on http://www.dolphin-emu.org/ , and why I've got a low-bandwith version in Mozilla Firefox 3.6.13 ?

I don't understand your question(s). You should have no problem downloading the latest builds there. If you mean the absolutely recent ones, and there's a little circle circling there, that means it's not yet compiled...just wait 20-40 minutes.
What do you mean with low-bandwidth version? The downloads work quite fast.

With Mozilla Firefox the download doesn't start, and I see the website like that .

I have no problem with internet explorer

uuh...I dunno...then use Internet Explorer
Or with Firefox, try adblock...or if you have it, try disabling it for that site.

That image is just the homepage. You need to click "Download" (under "Get It"), then choose a version...
