I've tried playing Donkey Kong Country Returns on various builds and it maxes out at about 50% game speed. Is there any known reason why this would happen? I've tried adjusting settings to the recommended and it doesn't seem to help.
Would you mind posting the settings? And which revision you're using?
From what I know off the top of my head of your processor it's a bit outdated but it's probably not that.

right now i'm using SVN R 6468
general config settings:
Enabled: Dual Core, Idle Skipping, Skip GC BIOS, JIT Recompiler, Lock threads to cores, DSPLLE on thread.

really? i still think i should be able to get close to 100% with it...
What graphic settings do you have? I think the speed is about right though for your cpu. Depending on the graphic settings your graphics card might slow you down.

all of my graphic settings are the defaults using Dirext3D9 playing in 1680x1050
so i guess i'd need a quad core to be able to play it at 100%?

No, you don't need a quad core, just a highly clocked dual core with hyperthreading ( to deal with some background windows applications) will do just fine. A highly clocked i3 or a sandy bridge that is clocked high would be perfect. Yours while highly clocked is way less efficient than a core i7(each individual core is less capable).
For example disabling dual core mode in the same game i was getting with my single core Athlon 64 2,1ghz (similar with yours only single core) about 15 fps i get 60 fps with my Core i7 at 3,2 ghz. Even if you take into consideration the clock difference, each core i7 core is more than twice as fast for the same clock speed than your processor in dolphin, or your processor is as capable as a core i3 clocked at 1,5 ghz or less in dolphin. In donkey kong country returns i am getting 110% speed (which is again double in about the same clock speed with you).

I don't really get what you're saying. My processor is dual core running at 3ghz, i don't understand how that's in issue?
EDIT: As listed in the setup guide on this site, "A fast computer. (preferably Core 2 Duo or better, or high Athlon 64 X2(5200+ or better)"
I'm well above the necessary processor requirements.

Requirements usually indicate what is the
minimum you would need to get playable speed in a couple of games, or to even be able to run it. You should look for recommended specs if you want the full experience, even in pc games. And recommended specs are way above yours. If you go by requirements Crysis can be ran in an old pc (just in a very low resolution with low settings) that practically make it look nothing than what you usually see in pictures. In this case it means you are able to run some games, in no way does it mean you can run everything, moreover demanding wii games. I will just say that there are games that can make my slightly overclocked core i7 to "cry", which is as i said earlier twice as fast as your cpu is. Even in Donkey Kong Country returns when i overlook the island map from above i am getting 50% speed.
And btw do you know what the relative performance difference between your cpu (Athlon 64 X2 6000) and Athlon 64 X2 5200+ is? 15 % difference. It is in no way,"way above the recommended specs". A game for example that run with an Athlon 64 X2 5200 at 20fps will jump all the way up to 23 fps. And that's about it.
