What about an internet cafe? They have helped me a lot at similar situations with no internet. Some have software that revert any file changes after a reboot and they don't care that much if you install something.

I'm not sure how much this would help you, but I managed to talk to one of the developers of PCSX2 and he gave us some information that I think it might be very useful. I attached it as a log.
Also, I managed to gather 3 sources of documentation from the IRC about how GC/Wii's sound system works (LPFaint99 deserves the credit here, by the way):

In the mean time Mythrill i would suggest you to just use the LLE plugin, it is in a very good state and more compatible than hle. I am not a dolphin developer either, but i think that asking for help on the blind isn't very good. If someone is both capable and willing to help the project he will approach it on his own, it IS open to help from anyone capable to, like every other open source project after all. Personally i am not even a programmer and i managed to help the project a bit by sheer determination to help with stuff that i could manage. You make people developing dolphin sound like beggars or something, which is not the case, and probably the reason that some might sound offended by such actions. Good intentions you might have, the results won't be the ones you might think though. Begging for help haven't solved poverty, don't expect it to help dolphin either.

link i have a thread with per game default settings. If you have some games that need, safe texture cache, xfb, mmu, etc. enabled or disabled by default to run properly try to inform me in that thread in order to change them (so that people need not to memorize them or need to change any setting by default to run them properly). The per game tweakable settings are the ones that show up when you right click a game image and go to properties. Helping with stuff that you are personally capable of helping with is more beneficial to the project i think.
