Nothing, this will disable GameCube Pad plug on wii games.

I actually get surprisingly good performance with EFB to RAM. My performance isn't better than EFB to Texture, but it's really good. Setting EFB to Texture causes the odd bloom problem I documented earlier. With EFB to RAM the bloom problem I documented does not appear, however, the bloom effect itself is not as smooth. Either way, bloom isn't work right in this game.
yeah, bloom has some issues, anyway (though I haven't seen THIS issue before); good to know EFB to RAM fixes it; that knowledge could help the devs fix it.
Alright, EFB to RAM slows down some games extremely and some not at all. But that's the first noob-advice cuz mostly it fixes their speed problems

Already did that... the thing is the Wiimote works when I set the in-game controls to Wiimote turning, but when Nunchuck turning is enabled the reticule actually disappears and I cannot aim anymore.

I've used Dolphin before. And the EFB > Texture doesn't really help much. I've messed with many configs but they all seem to give me the same result.
then I guess your cpu is not strong enough.

yep, 2.3GHz ain't enough. Further up I wrote you'd need two cores (more won't get you anything with Dolphin) with nearly 4 GHz to get fullspeed all through the game.

Your CPU is too weak for this game, it's very demanding, I run the game at full speed but I'm in 4.2 Ghz i3 Cpu, so a little overclocking would hurt you at all
