ok this what i did and so far it has fixed it with no graphic glitches,
both resolutions are set to
1366x768
and set the anti-alias mode to
2.25xSSAA
and its fixed
this is the only combo i have found to fix it.
by the way im using dolphin version

this will cause extreme lag later in the game at chapter 17 part 1
and may also freeze dolphin.
just change it back to the way it was during this chapter.
