Yeh, the sound will become delayed if there is even a slight hitch in the video playback. DSP LLE does not have this issue, but there is a large performance hit.
But the weird thing is, the sound is spot on when played on OS X Dolphin, but then there are slowdowns as well.
Windows version is perfect, expect for the delayed sound.
Any help with the Zero issue? Why is it playing the wrong framerate?

There are no options or special menu to fix the game. The only way to fix it is for the developers to fix the code.

No idea. Maybe toggle the Progressive scan option in the Wii tab. Otherwise reinstall dolphin into a new clean directory.

There used to be the Resident Evil Zero audio hack which fixed this problem, but due to changes/improvements for the HLE plugin the hack stopped working and was removed.
With LLE it works fine, however there's a major performance hit. There's also an issue with LLE that is causing screeching/crackling and robotic audio for some sound effects and music.

THe FPS counter suggests you somehow forced Dolphin to interpret your NTSC version of Zero as a PAL version. Not sure how that's switch back and forth, though, so if none of the options help, you'd do fine to re-extract Dolphin from scratch.

where can i download lle?
It is already included in the emulator. You need to go to Config and select LLE Audio plugin.
What Eraser said, you also need to dump the rom and coef files for the dsp from your Wii to use LLE.
