Some things are backwards compatible and some are not. They have confused a lot of people by calling this plugin the d3d11 plugin, it should be called the d3d10/11 plugin since it runs with either d3d10 or 11 and doesn't use any of the new functions in d3d11 that aren't in d3d10. This is not a true d3d11 plugin in that sense that it works and runs identically on d3d10, although it can use the d3d11 api. As long as you meet the requirments for d3d10 you can use it. You need either windows vista or 7 and you need either a geforce 8 series or higher video card (for nvidia) or an hd2000 series video card or higher (for ati).

DX10 is included in Vista, DX11 in 7.
Sorry,but no web installer.
You would need to buy Vista or 7 to use DX10/11

He's talking about the directX web installer, which updates directx by downloading monthly packages, which in that case yes. You are correct in saying that you cannot install directx10/11 on xp or lower but if you are using vista/7 the directx web installer does update dx10/11.

Didn't know that.
Thanks for telling me.
DX11 is working much better for me than DX9.
I've only tested it in New Super Mario, but with dx9 i get 25-30 FPS and with DX11 i get 55-60 FPS.
My specs are:
Core 2 Duo 4300 @ 2.4 Ghz
4 Gb RAM
Nvidia 8800GTS

EDIT: I forgot to say, with dx9 i get the game pixelated, looking like it was at 640x480 resolution. With dx11 its looks great on 1920x1080.
Dude, enable EFB to texture in DX9 Tongue
