would enabling that 1/4th be considered overclocking/require more power?
Enabling the last 1/4th of the cache is impossible. They literally cut it out of the die.

Wait!!! So does that mean even if I have a processor clocked at 4ghz , and my ati Radeon 3400 HD,will I not be able to run full game on native resolution????WHAT?????

Well I sticked an old radeon 3850 HD with 256mb memory into my i7 rig, and it literally runs all games at intended framerates, even zelda (30fps except hyrule field) @1920x1080p (no aa or scaling).

Only mario galaxy struggles to run at above 40 frames per second. I can even take screenshot or video proof.

Do I need a good gpu for mario galaxy 2 also? I have an Ati Radeon 3400 HD.
If you want to play the game with a high resolution, with SSAA, with per-pixel lighting, with a high internal resolution, or with anaglyph then yes. Any of those massively increase gpu load.
