I found out why Starfox wouldn't work - the image got corrupted (i frequently moved it between my laptop and pc) and after redumping it the game works flawlessly.
So if someone else is getting a black screen and has found out that the problem wasn't in the configuration - try to redump it!

I assume you've started using 3.0 since this thread's inception?
