Emulation requires you to have a console you're trying to emulate, it must be worldwide known, Where is good ol' masterkey.bin file support...?
No that's quite misleading...
If an emulator requires a file from the actual console such as a bios, firmware or some other file in order to run, then you must own the actual console to legally dump these files in order to emulate it.
If everything is already HLE'd in the emulator and it isn't necessary to dump any files from the console in order to run the emulator, then it is completely legal to use without owning the actual console providing you have a way to legally dump your games.
The console is not even required to dump games, since you can dump games with a special model of LG drive and the rawdump/friidump dumping utility available for PC to dump Wii/Gamecube games.

would'nt using LC Iso Creator be another way to go

(it makes raw iso files, only options you have to set is the drive you want to dump it from and the path of the iso
