The Playstation Move is recognized for the Windows as a device HID?
i dont have one, but i think sony is smarter than nity and encrypted the bt transfer somehow..(if it uses bt)

Nah, it's fortunately not encrypted.
There is already a google project page on creating drivers for it. Currently there isn't a stable download available yet, because the project began just last week (so there isn't code yet)

dolphin creators could contribute to that project (I think shuffle2 already did some pretty respectable work on the ps3 jailbreak which is admirable)

Not really a priority for dolphin, but since all other controllers already work, why not
