I can't. It's a pre-built HP computer. You can't OC those CPUs sadly.
Anyway, seems like quite a few people thinks my CPU is fine, so I think I can rest easy. I'll just wait patiently for the devs to improve Dolphin. I mean, even my PC got a huge speed boost with the Zelda overworld hack.

Your cpu is ok, and it probably can be OC'ed.
It's the fault of a crappy motherboard with hp's custom/proprietary gimped BIOS that will not allow any tweaking, voltage/multiplier changes etc..
Not necessarily worth buying a new mobo just to overclock, but you could replace it in the future & put it in your case to get max.benefit from your processor.
AM socket mobos are very cheap compared to say 1366
As long as this Athlon II is based on the Phenom II arch, the SSE3 performance should be fine.
The first and second gen phenoms took it up the ass when using SSE3, with SSE2 versions performing better, this was rectified in the Phenom II design.
...there has been some reports of Athlon II's that are based on the original Phenom design though....
