The last time you have a fresh installation windows is when ? Sometime old OS is overload with many application .
Install Windows 7 64bit and see how fast it is

I don't have the game you're trying to play but almost all of my games run fine in dolphin and your spec is clearly superior.
The only difference we have is the OS, maybe you should upgrade to Windows 7 x64.

This Is My first time using this forum but I had to ask, I have similar problems with Low FPS in all games except for Melee. I have tried several different revisions for the emulator and tried a bunch of the set up guides and still get really low fps.
Here are some Examples in R 5152
(this build seems to give me best possible fps):
Luigi's Mansion - 70 to 80%
Mario Kart Wii - Says 100% but only 20 fps
Mario Kart Double Dash - 80 to 90%
Brawl (with just 2 People) - 60 to 100% (depends on board)
Twilight Princess - anywhere in game is really slow at best 50%
Mario Sunshine - About 80%
and Star Fox Assault - 60 to 90%
And the emu setup is as follows:
Config - Enable Dual Core/Idle Skipping, HLE the IPL on, JIT Re-compiler.
Wii - Progressive scan on/EuRGB60
Plug-ins - 3D9, HLE, GC Pad, Wiimote
3D9 - Enable CPU EFB Access Aspect = Auto EFB scaled copy/Hires Texture Loading, Disable Fog, EFB copy to Texture.
HLE - Enable HLE audio/DTK Music, Audio Throttle on.
PC stats are in signature I have to note that due to temperature problems I dropped my clock back down to 2.31 Ghz I have to update my signature.
Any Help Would Be Greatly Appreciated, I normally don't have Problems Figuring out How to use Emulators seeing as I have one for about every console out there.

Enable EFB to CPU access only for Zelda TP and Mario Galaxy 1&2,you should let it off (10 FPS +)
Audio Throttles sometime slowdown the music
Hires Texture Loading isn't necessary
Framelimit off
My CPU not OC so it may slower than you but it blow all your game above to fullspeed (except Zelda TP)

I have Windows 7 dual booted, so I'll try that out and post back.

Thanks For the fast reply I tried all of the settings listed above and did get a significant speed boost the game play still varies a lot but if I put the frame limiter to just above standard game play speed it seems to run alright. only major problem I'm having now is in ssbb, I never had this problem before so it must be one of the settings I changed in the emu. There is this screeching sound that does not go away until the match ends.

I found squeaking/screeching occurred when I had Audio Throttle on.

audio throttle should be off normally
