What directory are save files in dolphin stored? I wanted to move some saves from a old revision to new.

its in the folder that you extracted it to
\dolphin-2.0.win64\User\StateSaves

No, that's only for save states which will most likely not work on a much newer revision if you import them (they could, but a big risk exists they will not)

Game saves are in /user/wii/title/ folder usually in numeral format, copy all of it in it's entirety to a new revision & the in-game saves will be there.
