Please helpHuh

I want to know of dolphin work on my PC.

Windows Vista Home Basic
Service pack 2

Pentium® Dual-Core CPU E5400 @ 2.70GHz 2.70 GHz
Ram: 2,00 GB

Graphics card? Kind of important whether it's a decent midrange card or some integrated chip.

Generally your cpu and ram would be adequate for most games (except maybe the heaviest 3d games such as zelda/smg), maybe you could reach close to full speed with some overclocking.

Due to your high overclock and acceptable midrange card I'd say yes, your PC can run most games well. (without AA or 16xanisotrophic filter)
The only game you may struggle to run is SMG which probably will not be at full fps. Madworld, nsmb, zelda, metroid, sports resort, brawl, tatsunoko probably close to full fps
