Yeah Pokemon Colleseum will run, but not at fullspeed consistently. This game is very demanding in Dolphin, and even heavily OCed i5-3750Ks have trouble. It's probably just one of those games wherein Dolphin can't reach constant fullspeed.
By "lowest quality" I assume you're talking about the graphics. This is dependent on you GPU (which you haven't specified). Most likely though it should be good for 1x IR (native console resolution), since many modern laptops can handle the graphical requirements. The rest of the performance, even with 1x IR and no AA, depends on the CPU. Still, post the GPU of the laptop (and exact CPU model) so we can tell you for sure.
