Has nothing to do with dolphin or revisions.. Just windows, incorrectly configured. DEP can prevent anything from printers to random programs from working.
1. Go to control panel ->system -> advanced -> performance -> settings -> data execute
2. Click checkbox for "turn on DEP for all programs except:"
3. Add dolphin.exe to the exception list and change saves by clicking ok.
Now it will work & not crash.

On my first post I said that I already tried that but it didnt allow me to do it.
