I would disagree. The 5850 is perfect for dolphin if your resolution is 1920 x 1080 or higher. Any card below that on either the ati or nvidia side would be insufficient to run ALL games at 1920 x 1080 with 4xSSAA and get no framerate drops. I have a GTX260 C216 and I'm running at 1920 x 1200 (in 4:3 the actual resolution is 1600 x 1200) and it is insufficient for 4xSSAA at that resolution with tp in any revision. Some games it's enough but not all. Metroid prime is fine but in tp I will get framerate drops of as much as 25% in some spots if I don't lower SSAA to 2.25x. I have two friends with 5850s and I can confirm that it has EXACTLY the right pixel throughput for running tp at 1920 x 1200 with 4xSSAA, and is almost exactly 50% faster than my card with dolphin. And by exactly I mean if they released a new revision that increased gpu demands by 10-20% that would be enough to make it insufficient for running all games at those settings. Obviously though a lower end card would be fine if your willing to lower AA or resolution.
cpu go with a i5 2500k or 3570k, though learn how to overclock it increases performance A LOT. 2 4gb sticks of your choice of ram, preferably 1333mhz, 1600mhz or higher, Nab a 3TB hard drive off of amazon or newegg, a 120gb SSD, a radeon R9 270/280x or a GeForce 760/670. The AMD cards run hotter but are are a better value performance per $. For PSU get a 750w from Corsair/rosewill/coolermaster. Case pick anything that it all fits inside. If you are going to overclock get the noctua dh-14 or phanteks equivelant. They are air coolers as good as the corsair H100i.
