I know it might be kind of a n00bish question but does the JitIL build of dolphin only come with the SVN and not with the general download?

The JITIL recompiler is now an option in all builds of Dolphin.

JitIL, actually, is slower than JIT in latest revisions...

It depends on the game, usually. JitIL maxes out speed with x86 builds, for x64 you're probably better off using Jit.
