I want to know if a graphic card ati 4200 and AMD Phenom II is good enough to run at least mario kart double dash, mario wii and mario kart wii at good speed (60fps).

Double dash - Direct3D9 Plugin: 53-60 fps
Double Dash - Open Gl Plugin/Direct3D 11: 42-48 fps

NSMBW - Direct3D9: 38-57 fps
NSMBW - OpenGL./Direct3D 11: 36-49 fps
Mario Kart wii - Direct3D9: ??mabye 45 fps
Mario Kart wii - OGL/D3D 11: 39 fps
Now these are just guesses...
One of my server/backup rigs has just a e5200 dual core & radeon 3850 and it runs all of those games at 98-100% (except Mario Galaxy about 75%).

You will probably have no problem running most games at full speed with a phenom and radeon 4200.

The 3850 is the second fastest card of the 3000 series. The 4200 is only an integrated graphics chip and slower than the slowest of the dedicated graphics card.

Then to run dolphin I need a dedicated graphic card or I be good with the graphic card´s motherboard.
srry, looked it up and edgar is right. Because it's an integrated chip instead of a real video card it might not be sufficient for dolphin.
According to various sources It equals about a nvidia 9100 mobile which isn't really suitable for gaming.
The good thing is you can get a dedicated card like
radeon 5570 for just 70 bucks these days, full dx11 support and good for gaming even at 1080p res (and enough for dolphin)
There's plenty of good budget nvidia cards too like the gts250.
Did you buy it from dell?
My grandpa bought a Inspiron 570 and it came with an ATI Radeon 4200. I'm sorry to disagree, but it is a good enough card, should be good enough for this. I can run Garry's Mod, Team Fortress 2, and CS-S at a stable frame rate of 60 FPS.

cs:Âs/other games running on source engine are very light & require maybe 5-10x less system power than running mario galaxy, twilight princess, reginleiv etc. plus it's not comparable to an emulator

Emulator graphics aren't that intensive however. It's mainly the CPU doing the work.
