Only the newest ati cards (5500+ series) and nvidia gtx400+ cards can support dx11.

Are you sure the bottleneck is your cpu? Because despite clock frequency, core 2 quad q6600 is a pretty strong processor for dolphin.
Well I wish I could overclock it. I might need better RAM to be honest.

Make sure you buy Ram above 800Mhz otherwise you won't see any difference on speed
Like @Ocean suggested GPU is really important but Nvidia gtx400+ cards is overkill
My Nvidia 9800Gt is enough to handle most game fullspeed no need Dx11
The windows 7 64bit gave me 5+ FPS in SMG compare to windows 7 32bit

Just make sure your memory frequency is at least half of your desired fsb. So for example if you want to reach 3.2 GHz you will need to set your fsb to 1422 MHz which means your memory will need to be running at at least 711 MHz if it's running in dual channel.
Pretty sure his mobo have memory dividers to keep the memory in spec for the oc.

That's my RAM. Seems it's running plenty fast. Notice my FSB is at 333, but in CPU-Z it doesn't go past it's stock settings. I have found no answers anywhere for what is holding me back.

The CPU Enhanced Halt, and EIST Function are currently off. I turned Thermal Function off (and back on) and nothing has unlocked my overclocking ability.
Yes. Windows XP is becoming what Windows 98 is today. In my personal findings, Windows 7 is a lot faster in many areas than Windows XP as well.

One things for sure though: no one should be using Windows Vista. 7 is better than Vista in EVERY regard.
From what you are asking and posting you do not know how to properly/safely oc your computer. I highly recommend googling some guides. Note: The memory dividers are your memory multipliers according to your pics.

Guides? Have you ever seen an OC guide? Here is what they are:

1. The "too short" guide. This guide is a paragraph long and includes no details.

2. The "way too complicated" guide. This guide is pages long and includes the history of computers and what you are doing to your computer. Why this may kill everyone you love, and how to backup your files. It also fails to explain how to overclock.

This is why I am asking on a forum. You do not how to properly/safely explain OC to someone.
