I'm trying to emulate 2 gamecube controllers with my PS2 controllers via Super Joy Box 5 Pro on a win7 64bit system.

Dolphin only seems to be able to accept input from one at a time. I got the impression from google that a plugin called nJoy could emulate multiple pads, but none of the links for the 64bit version are working.

Could someone link it here?
You don't need nJoy.
You likely need to open the main Dolphin config, "Gamecube" tab, and set "Port 2" to "Standard Controller".
I did not have Port 2 set to "Standard Controller" so I tried that, but the controller still will not respond. It responded once before, but it stopped before I could play. When I go to set up the first controller, under "Devices" I see:

"DirectInput/0/TigerGame PS/PS2 Game Controller Adapter"
And that controller will respond when detecting input.

When controller 2 worked I saw:
"DirectInput/1/TigerGame PS/PS2 Game Controller Adapter"
so I was able to map everything for the 2nd controller

Now when I go to the "Devices" screen for GCPad2 I no longer see "DirectInput/1/TigerGame PS/PS2 Game Controller Adapter." It simply vanished without a trace. I'm not sure how to add it back. When I googled for "DirectInput/1/TigerGame PS/PS2 Game Controller Adapter" I only saw 3 results, none in English Sad
Do you have two gamepads shown in the Windows control panel gamepad status dialog thing?
I do not. It would seem the second one has disappeared! How do I re-establish its presence?

I believe I may have just fixed it. Will test it tomorrow. I'm pretty sure that Windows auto-updated the wrong driver at some point. I just re-installed the manufacturer's most recent driver and now both controllers show on the above screen again.
Okay. I've made some progress. I can now see the following for both controllers with the updated driver:

However controller 2 still will not respond. Controller 1 is working like a charm.

Controller 2 *was* working after I updated the driver, but slowly. Then it stopped after a reboot. Any thoughts?

What do you mean, "slowly"?
After the reboot, do the two gamepads still work in the windows control panel thing there?
Do the two gamepads show up in the GCPad device list?
Does each gamepad work in GCPadNew config when the other is unplugged?
After updating the driver I had to leave. When I returned I was able to use both controllers in Dolphin (using the keymap I'd done the first time it was working) but it was unbearably slow. The whole machine was. I looked at CPU-Z and for some reason 1 of the CPU cores was not running at or even near specs. I shut down the machine and had to leave again.
When I came back today I tried using the 2nd controller and it would not work. I tried 2 of the 3 remaining ports on the adapter shown in OP and it didn't make a difference. I tried a different physical controller for the 2nd emulated controller and it also did not work. I am able to see the screen above and windows AND dolphin see both controllers, but for some reason windows is not picking up any input from controller 2.

Just going to pause here to say thank you very much to those attempting to help me with this. The pay isn't great and the hours are long, but at the very least you have my utmost gratitude!
So I've determined this may not be a Dolphin-specific problem, as the windows game-pad window is not showing any input from the controllers except number 1. I know it CAN work because it was responsive to both controllers on two separate occasions. I just seem to be missing something here. Any more ideas?

Windows sees all the connected controllers, it just cannot see any input from them. :/
if that can come to live maybe even 2 mice(mouse) can work as well?
