the DX11 plugin has caused graphical tearing in every game but that was fine because i used the d3d9 plugin but now i cant select it in dolphin why? probably noob question

Edit: Welp, nevermind. Just used the Microsoft DirectX End-User Runtime Web Installer. Loads up fine now.
Umm, I get the error message "Failed to load d3dx11_42.dll, update your dx11 runtime please", so dx11 support isn't working for me when I try opening Mario Kart Wii (the ISO uses the OpenGL plugin fine), so wtf is wrong?

1 GB ATi Mobility Radeon HD 5650 (Obviously with full DirectX 11 Support)

Using Dolphin-x64-r5887
I want to see the difference b/t the Dolphin's OpenGL and this DX11 plugin, but it's not going to let me do that. Help?

I thought I would report an issue, CPU EFB access seems to be causing Super Mario Galaxy 2 to crash before the intro/title screen directly after the Wiimote screen. By disabling CPU EFB access I'm able to load the game normally and get ingame, but can't pick up starbits or use Yoshi's tongue.
