When there is heat or air particles in the air that are visable to Link, I will get these flickering blurry or detailed sections on the screen as you see here. They will not just be in one place but all over the screen jumping from one place to another.

I've been following Dolphin for a long time, but this is the first time I've actually tried to play through the game now that there is sound working. I must have missed that this was a known issue somewhere along the line.
