I'm not familiar with the game, is there normally a button to skip it or does it just not play after the first time?

Whether you've watched that Video or not is stored in the SYSCONF file of your NAND. Do you have a NAND dump configured? It should save and persist across Dolphin sessions unless something is keeping the SYSCONF file from being written.

We documented this some time ago on WiiBrew, so if you're technically inclined and want to know more you can check it out. I don't recommend you poking around the SYSCONF though if you're not familiar with this kind of stuff (and mind taking a backup if you do), especially now that it seems to work for you.
