that is because max turbo 3.5GHz is single core turbo mode

If you use Intel XTU , you can unlock 2 pins and make max turbo = 3.7GHz , 2 cores turbo = 3.5GHz (Advanced Tuning - Set Multiplier and Processor Cache Ratio = max)
