GTX 1070, amd ryzen 4 1400 3.6ghz, 16gb ram, windows 10, Dolphin 5.0 (stable) x64;

My current settings:

All the graphics options in the advanced tab are unchecked.

I'm testing this out on various games and so far only Gauntlet Dark Legacy and Animaniacs: The Great Edgar Hunt work without giving me much hassle.

In Baldur's Gate Dark Alliance the entire game runs very slowly with really laggy audio. Which confuses me when i've seen this same game run in the same emulator on an older machine on youtube running at 1440p 60fps.

You should really be using latest dev build.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

I switched to this old build from the latest build because I was having the same exact problem and heard that the stable release might be faster.

Your settings are fine so you're probably having clock speed scaling issues from your PC being confused at Dolphin's (relatively) light load compared to your hardware.

Try enabling the High Performance profile on Windows.

Same thing in NVidia Control Panel (Prefer High Performance or something among those lines).

Also, switch to the latest development versions. Dolphin 5.0 stable on Ryzen has some performance issues that magically got fixed when we switched to Visual Studio 2017...
