I'm also happy to report I'm up and playing with full Wiimote support, in Dolphin 4.0x64, on Windows 10. It wasn't easy.
First of all, I had to figure out how to disable Drive Signing in Windows 10. It turns out the POS Bluetooth dongle I bought on Amazon isn't recognized by the Toshiba stack, so I had to force it, and edit the driver inf file. Of course, Windows 8 and above don't let you do that, unless you disable driver signing, which is easier said than done in Windows 10. You can hold shift and restart in 'options' mode and turn off driver signing... that didn't work, for some reason. Maybe my stupid Razer keyboard with the function keys disabled? Anyway, I found

Disabling Driver Signature Enforcement In Windows 8 Permanently
Step 1. Open the Windows command promt as “Run as Administrator”.
Step 2. Run “bcdedit -set loadoptions DISABLE_INTEGRITY_CHECKS” (without the “”).
Step 3. To finalize the process run “bcdedit -set TESTSIGNING ON” (without the “”).
Step 4. Reboot and you’re done.
To disable it do step 1 and run these commands on step 2 and 3:
Step 2. “bcdedit -set loadoptions ENABLE_INTEGRITY_CHECKS” (without the “”)
Step 3. “bcdedit -set TESTSIGNING OFF” (without the “”)
Then do step 4 and you’re done.
That finally worked. After I restarted I have "test mode" in the lower right of my screen.
Then, I had to go back to that inf file and right click and choose 'install' and it finally installed.
Once it finally got installed and found the controller on the new Bluetooth setup screen, I opened Dolphin, chose 'real Wiimote' and loaded up Metroid Prime Trilogy, lit my candles and it's working great!
