XINPUT1_3.dll not found?

When I try to run Dolphin, it says that XINPUT1_3.dll was not found on my computer and I should reinstall too fix the problem. I've reinstalled 4 times and I'm still getting the same error. I've tried both the 32 and 64x versions.

I just got this laptop today, here are the specs:

Model:
Acer Aspire 5742Z

Processor:
Intel® Pentium®
CPU P6200
2.13 GHz

RAM:
4.00 GB

System type:
64-bit operating system

I hope those are the right specs, I'm a bit of a noob when it comes to computer specs, so if they aren't the right ones, just tell me where to find them.

it might be broken if you use chrome.
