XINPUT1_3.dll is missing

My problem:
After downloading the latest version of Dolphin I looked up on how to install it here. I followed the instructions until I got this error:
'The Program can't start because XINPUT1_3.dll is missing from your computer. I have no idea what that is so here I am. The steps I followed were to download it and extract the uncompressed file to a folder. I opened the application and bam, this error came up. Any advice?

You're going to have to search the forum, this was explained too many times to mention. We can't have a forum full of "I get the XINPUT1_3.dll error, what does that mean?" threads.
