Liquid cooling makes sense in larger form factors as they can move the heat away from the CPU to somewhere more useful (normally a big radiator with fans forcing cool air through).

But on a mobile, there's not really anywhere they can take it. And in the long term, the total amount of heat the device can dissipate is purely a function of the total area in contact with the air, and the temperature difference between the device and air itself.

So 'water cooling' might help short-term throttling, where the local area around the SoC heats up too much to maintain a specific clock, but I'm not sure I see the clear benefit over a chunk of metal - which would have a lower thermal mass but move heat away quicker - effectively increasing the max surface temperature to help the long-term thermal stability.
