G3258 is no match for it , G3258 has only 2 cores and it has less cache. While it's true that Dolphin is a dual core application , you still have to run Dolphin through an OS . OS like Windows 10 needs some resources to run , that's why extra cores will help . Usually , you will gain 20% speed with a quad core CPU over a dual core .
I have G3258 @ 4.6GHz and I still feel it's a little bit slower than my i7 4700MQ @ 3.6GHz .

Hello again,

I was just curious how well a newer high end Xeon processor - such as an E5-2630 v4 would run Dolphin http://www.cpubenchmark.net/cpu.php?cpu=Intel+Xeon+E5-2630+v4+%40+2.20GHz? It seems to have a lower single threaded score (about identical to my i7-3630QM), however since it is a newer architecture I'm not sure how something like this would run.

That CPU is not fast enough for demanding games . However , most non-demanding games should run fine
E5-2630 v4 is broadwell chip , Broadwell is only 2 or 5% faster than Haswell . 3.1GHz (max turbo speed) is too slow if you compare it to E3-1231V3 (3.8GHz)
Edit : Maybe you should wait for the new AMD Ryzen Black Edition R7 1800X 8 Cores 16 Threads @ 3.6GHz stock (4GHz with Turbo Core) , this CPU will be released next month
