Hello all. I just made this account because all the usual methods have failed me. I cannot find a single soulution to this specific problem, so here goes.

I have a fresh install of Dolphin 4.0.2 on my brand new pc. I also have 2 xbox one controllers that i am connecting to my pc via usb. I have gone into options.. configure.. gamecube.. and set the first two ports to standard controller. I can use one controller and play just fine. The problem I encounter is the moment i plug in a second xbox one controller the gcpad and wiimote buttons become unusable. Whenever i try to set controls for the second controller i get the "not responding" message on the top bar and receive no error. Both controllers are showing up in the windows device manager fine. I have been looking for a solution for two hours and I am at my wits end. Please, any help would be greatly appreciated.

Try the latest development version of Dolphin.

I accidentally tried the newest development version before and that wouldn't even open. That is why I went to 4.0.2
I could re download it but i don't see it going any better than last time.

Did you install the 64 bit Visual Studio 2015 C++ Runtime?

I had thought I did but i must have accidentally installed the x86 runtime. I installed the right one and the newest dolphin and got the controllers working! Thanks for the help!
