XBOX 360 Gamepad, C stick error

I get a strange issue when trying to play Harvest Moon on Dolphin. I have my gamepad set up properly, and it works fine except for a strange issue I have. In game, the C stick is used to move the camera, but for some reason the camera's constantly moving left, unless I hold down Right stick ->

I have the same issue with my M&K, so I'm not certain that it's the gamepad itself causing the issue.
